I have found that pre-woven tape just doesn't wet out as well as regular cloth. I don't know why. Since it is also a fairly heavy weave, it is not as good as lighter cloth at conforming to shapes. With scraping, sanding, and re-coating, you can get fairly decent results, but never quite as good as regular cloth. The solution is to cut tape from a roll of cloth. Then you only have to deal with frizzy edges causing a mess.
I now use the prewoven tape on inside seams where the looks are less important, and hand cut tape for the outside.
