Both of my Mariner kayaks had front deck cleats and they work very well as a paddle park. If you can find a Mariner, take a look at the installation. They are close together so you can't bash your fingers while paddling. (That is also the impetus for their method of attaching the chart bungees). And they are in a recessed groove to reduce snagging.
