Your bond is only as strong as . . . The Weakest Link . . . Normally you'd have epoxy bonding to wood or a prior coat of epoxy and to the fiberglass. Everyone is pretty confident about the strength of these bonds. When you introduce a layer of paint you add a paint/substrate bond and a paint/epoxy bond. Paint is not a structural adhesive. I don't know how strong it is.
