You are not the first person to ask about sprint boats, and the other postings weem to have gone unanswered. I'm not sure that there are any decent plans on the market for such boats. Perhaps the designers and builders prefer it that way so they cna keep their competitive advantages.
Any boat that meets the size standards can be used, but some are faster than others. So you are really asking for plans for the fastest kayak that is not longer or narrower than allowed.
