My bottle of 303 didn't say whether or not it contained silicone, so I checked out their website:

http://www.303-products.com

Cut from their site:

"6.Safe for rubber, plastic, glass and paint. DOES NOT CONTAIN Silicone Oils or Petroleum Distillates."

but it also says:

"303 also repels water so treated surfaces dry quicker." -- so the question is whether there is something in 303 that can't be washed off with soap and water.

You might try emailing them at:

info@303products.com

or call them directly @ (800)223-4303 (california time)

My guess is that Al or Betsie at Betsie Bay Kayak was assuming that 303 was like Armor-All, which does contain silicone.
