Hearing protection would be a good idea too in your concrete pill-box apartment. They usually don't soak up much sound, just bounce it back to you. If you use a shop vac while sanding, use some extra hose to blow the exhaust out the window.
If I were doing the building, I would build a full-size mock-up out of refrigerator boxes or cheap pvc pipe and test the halls with that. I didn't notice if you said, but also consider sending it out the window. Even if you are a few stories up, this could be more practical.
