Breather hole - is it necessary?

Is it entirely necessary to have a breather hole in the bulkheads? If you sealed the knob-deck junction perfectly, would it be possible for the pressure to build up enough to do any damage? I realize that it may be a very small hole, and therefore a very small amount of water, but, is it too much to ask for totally water free compartments? What happens when you roll or do a wet exit? Does the deck cool off enough to cause water to be drawn in? A possible fix for the problem (if it really is a problem) would be to put a membrane (a small balloon?) over the breather hole - no more drips.
