If you're building a hard-chined hull, you can expect to need less glass. For a multi-chined hull, you can probably expect to glass the deck. I built a Chesapeake 17 that wasn't designed with _any_ glass inside or outside the deck. After some pretty strenuous rolling, my knees began to crack the deck where I was exerting a lot of pressure in my hip snap. I sanded off all of my varnish and 'glassed right above my knee area. Like everyone has already stated, if you plan to put a lot of strenuous use into your boat, put a bit more glass on it.
