What about your idea with the smaller panel...put a piece of cardboard in your boat where you want the bulkhead, use a compass to mark the shape of your hull, maybe 3/16 smaller the the i/s of your hull. Cut your panel to this shape then fit a piece of the round/tubular closed cell foam pipe insulaton around the edge of your panel, so that the panel is inside the slit, glue the ends where they join to give you a proper seal. A small bead of adhesive around the edge of your panel would keep the foam in place. Maybe a small bead of adhesive between the foam and hull just before you push it the last little bit into the proper place. Just some thoughts. And the price would be right.
