Daren,
I don't think that is correct, at least for the edition of the book I have. The offsets are already adjusted for 1/4 inch strips but I think this is only mentioned in the addendum at the back.

If I was building the Endeavor again I would consider altering the building method to avoid putting screw holes through the sheers (clamps or sacrificial strip, maybe) or more likely ditching the sheer clamps altogether so you can just tape the outside seam. You have to put rub rails on the boat built per the book and these add weight and are knuckle-bashers. The only advantages of the method in the book in my opinion are that you never have to climb inside with epoxy and it probably survives with it's correct shape in less than ideal conditions, like your basement flooding a couple times at various stages of construction.
You definitely can build the plans according to method in Nick's book if you want.
There are a couple pix of my Endeavor posted here a few weeks back or I can email you some if you wanr.
