My experience with moisture on epoxy is only drops of sweat and no, they didn't go away. If it's just on the surface you may be able to sand it off but it sounds like it's going to be in the cloth layer. I decided to just keep going, assuming all the while I'd have bigger defects to worry about. The boat is finished, I did nothing about the milky spots and I can live with them. Paddling is much better than worrying about the little defects. As I was advised, a good varnish job will go along way towards improving the appearance. Anyway, the little spots are much less noticable than the scratches I put in the bottom already.
