Not necessarily. Take a look at a Dagger Sitka or Atlantis. Rather than ugly, mechanically unsound over the stern rudder, they use a small trim tab mounted under the stern post. I haven't paddled one, but the rudder is supposedly less effective than the normal kind, and really is of more use as a trim tab.
Which leads to the thought -- have you tried cutting a small piece of metal, say 1/16th in thick, perhaps three inches square, and fastening it to the sternpost? (For experimentation, I'd suggest ductape). Leave a piece, oh, an inch and a half by three inches projecting from the stern, right up by the waterline. This can be bent as needed to adjust the trim to offset out of rig conditions. A permanent arrangement might involve glue or screws. I've not seen this done on kayaks, but it was commonly used on older small aircraft (like my old Aeronca Chief) to correct out of rig conditions.
I'm going to have to do something like this to my daughter's Dagger Vesper. Seems the mold is about a half an inch out of whack . . . they all come that way.
