You can check the phonebook for metal, steel, or aluminum, or get sheet from Aircraft Spruce and Specialty. Usually I can find scrap pieces here and there. If you have a college which teaches engineering near you, or other manufacturing, you can probably buy a small piece of aluminum. To bend it, clamp it in a vice between wood blocks and tap with a smooth faced hammer along the desired crease line.

Cut with metal shears, or if you use aluminum (my first choice) you can cut it on a scrollsaw or bandsaw. File the edges round with a Bastard File or emery cloth. If you have a belt sander, then you're set.

Drill holes in the base and use SS Sheet metal screws, or better yet, use some RTV silicone sealer (I like clear) to attach. Silicone will hold things in place better than you might imagine, as long as you put it onto dry parts, and let it cure for a couple of days. You can always test it.

If you use the screws you'll want to set them in epoxy to keep the wood sealed, but the silicone avoids drilling into your boat at all.
