Try using a veneer softener, veneer glue, and a veneer roller to get it flat (available on-line through Constantines - they have books on marquetry and veneering as well). Clamping will also help. If you are veneering a flat surface (plywood before stitching S&G parts), lay it flat, put a section of 3/4" plywood on it and weight it down. I assume its not that simple, though - if you've already got a curve in the surface, use the veneer supplies again, but use strap clamps to apply the pressure. The trick is that you may need to put a sheet of thin, semi-rigid plastic against the veneer and then a sheet of 1"minicel foam and various shims between the foam and the straps to apply additional pressure to critical points in the surface.
Of course vacuum bagging is the best, but I've never spent the time and $$ to buy and learn how to use one. Just use glue made for the purpose and find a way to apply even pressure to your surface - if there's a will there's a way.
