I've used regular old contact cement (Home Depot, under $10/qt) to put closed cell padding in my boats.
Shock cord is usually available at marine supply stores, your local kayak shop, outdoor equipment suppliers, and many mail order paddle sport suppliers. Shop around--you may find more interesting colors than basic black.
