I like Steve's idea - using the 2L soda bottles. Re the foam I'd also be concerned about trapping moisture between foam and deck & hull. The inflatable bags are also a good idea. They're standard equipment for whitewater boats & are readily available in several different sizes & shapes. You might also consider styrofoam peanuts in a mesh bag. That will allow removal for airing, drying or repair. Rich
