If the epoxy is hard enough to sand, you can varnish it. Both the epoxy and the varnish will get tougher over a period of a few weeks, but there is no reason not to use the paddle as soon as the varnish is dry. One coat or two--your choice-- the varnish just adds some UV resistance.
For that matter, there is no structural reason to even use a finish at all on your paddle. For water resistance and longevity some people just use linseed oil or some other oil finish.
Paddles get beat up. That's the nature of things. If the paddle is for use, don't sweat a fancy finish. If the paddle is for show, don't use it for paddling.
What you have done is probably enough. Enjoy your paddling, and don't feel guilty if you hit a rock with that paddle.
