Now, I'm speaking from the West coast, 15-20 yrs ago, from a sailor's perspective. I found that, in general, the boater safety courses offered by Coast Guard Auxilliary were populated by mostly sailboaters. The sailors that I knew were interested in learning about the rules, did alot of reading about their hobby, and respected large and commercial vessels. BTW, commercial vessels DO NOT have right of way over vessels under sail. However, small sailing vessels must not hamper the ability of larger vessels to maneuver in channels, etc. Basically, you can paraphrase the rules to say sail has right of way over power unless common sense dictates otherwise.
