I have been crossing the lake, lately, on the hydrofoil commuter service that started this summer. Tonight they run a larger, slower ship, and I took the opportunity to hang around in the wheelhouse, talking to the captain about this very subject. He tells me that the regulations specify that rowboats canoes, and other human- powered vessels may not impede the progress of other vessels, and otherwise are pretty well on their own. He also showed me a couple of examples of small boat sailors and power boaters doing stupid things in front of us as we hurtled our 183' x 37' mass through the water at 22 knots. He pointed out to me that, right-of-way or no, you have to give a larger vessel a quarter mile or more (up to two miles for really large ships) to manouever around you. They just can't stop or turn fast enough to satisfy a yacht owner's academic interpretation of the rules.
