Cut a 4 to 6" hole in the bulkhead. You will lose little structurally, and you will have a hole big enough to insert a float bag.

I like this idea better than my first. I would not trust any venting system long term and would not want to leave the compartmented un-vented. The best vent is probably a tube, but since you are anti-tube, you are going to try something different and it is probably not going to be as good as you want. What ever you do Keep It Simple...
