Why bother with the inspection hatch, just make the large hole and stuff a float bag though it. It is easier, you never need to worry about cross-threading the hatch-cover, and you have all the ventilation you'll ever need. A "limber-hole" to let any water get past the bulkhead will keep water from accumulating. A float bag will be alot more trouble-free than a hard to reach cover.
