I set mine flush as well, the only snag that I am running into is that the _inside_ edge needs to be beveled at the bow and the stern, the trouble is that I already installed the deckbeams, the stock plans (Patuxent 19.5) have a extra deakbeam near the bow. So what I'll windup doing is building up the edges which will then get covered by the rubrail.
