This way will work well. You will need to taper the laminated inner stem so that the strips lay fair on them. You should probably do most of this fairing at your work bench before attaching the inner stems to the forms, but you may want to do the final dimensioning withthe stems in place using some strips to check if they lie fair against the inner stem.

I've done it both ways and like using the inner stem better than without. As you say, it makes gluing the strips easier.
