I am at exactly the same stage as you, stitching the bilge panels to the bottom panel ( using full size templates). I have noticed the same problem with the rocker. I don't have a solution to it yet, but will be stitching on the shear panels next weekend.
I have found that several critical dimensions were left out of the WB article. For example, the height dimensions of the bulkheads. I had to deduce that from the other dimensions given.
I am also trying to determine the match lines for the panels. The drawings show only the zero station line for each panel independantly, and does not show the match point when stitching. I wonder if this could be related to the rocker problem of the bottom panel.
I also had to figure out the location of the bulkheads by where they fit on the bottom panel. They did not fit as shown on the drawings.
I would appreciate any solutions that you figure out, and will pass along any that I find.
As soon as we get these details worked out, we'll be 90% finished, with only 90% left to go.
