Structually not a good idea.

The whole idea is to put them on the "floor" so you can brace hard with your heels as well as the toes. Attached under the deck puts a lot of "twist" in the mounting points, and twisting the deck. If something quicker than a nylon bolt attachment is used, the whole rig can be removed and the floor cleaned out easily - if that is what you want.
