Also, and I can't recall where I saw this, and it might not be so, but it just occured to me that if you cut the glass with a pair of pinking shears, it might not fray.
Again, check that, the thought just popped into my head, sure I saw it somewhere...
Pinking shears make a zig zag cut, and can stop fraying. (like a series of small bias cuts)
There are also rotary cutters, I bought one of those this weekend to cut glass tapes out of cloth, it is supposed to be much much easier and precise. Haven't tried it yet though. There are also rotary cutters with pinking blades.
