Beckson (not Becket) recommends silicone only because it won't attack the plastic in any way. However, it doesn't bond worth a damn. In discussions with Al Anderson at Betsie Bay Kayak - who uses Beckson deckplates on his boats - he told me that he's switched to a more aggressive sealant which eliminated all the problems with leakage when he used silicone. It doesn't damage the deckplate, either, but it does void the warranty, whatever that's worth.
I would suggest using 3M 5200/4200, Lexel, GOOP or other non-silicone adhesive-sealants for bonding deckplates and your plastic container. Silicone creates a much weaker bond and it leaves a residue that prevents other product from bonding. IMO, silione sealers have no place in kayak building or outfitting, as they tend to create more problems than they solve.
As you've discovered, contact cement works well with most plastics and fiberglass. However, my experience with contact cement and polyethylene is that it will not adhere for long when exposed to water and/or subjected to any significant amount of stress. It works fine for bonding foam padding, which is typically pressed against the surface while paddling, but won't hold items under tension (pump holders, D-ring mounts, etc.) very well.
