Get the shop warm enough so that you can work comfortably and try to glue only when it will be warm enough for the brand you are using.
Two states to the west, I faced this problem a year ago. December through February were spent stripping, fairing and sanding the deck. Heat was supplied by a propane fired torpedo heater and the coldest days were spent fitting strips. When the forecast projected lows in the thirties I would warm up the shop and glue as many strips as I had ready then shut down the heat and go back to the house. I didn't even use up one 40 pound tank of propane.
Now I'm waiting on weather warm enough for the epoxy.
