So why not just build a submarine. This one has not got an enclosed cockpit, so it could pass for an awkward, heavy, two seat kayak with motors and ballast.

The story that goes with this deals with the problems of control with a submerged vessel. Might be some things to consider here, wven though you won;t be entirely submerged. check it out at:

That is 1/2" or 1" closed cell foam
