I've done it without sealer, and I've done it with sealer. I've had no problems either way. However...I now prefer to fill holes and cracks after a sealer has been applied. Then I apply the cloth. You should wait until the sealer is dry enough that your cloth will not adhere to it. I usually wait until the next day. This is simply a matter of personal preference from my experiences. I doubt if anybody can point to any qualitative advantages to either method.
