As Randy points out the 1/4" luan is a lot heavier than 4mm okoume. Having just finished working with some luan to make panel templates, I have to say the okoume is nicer to work with too.
One of the easiest mistakes a first time builder can make is to over-fillet. It's easy to think "strength" while you're building instead of "weight." On the keel and chines of your boat the fillets are there to give the glass tape a smooth curve to conform to. The fillet radius can be quite small. Just looking at a ruler on my desk, I'd have to say that 1/2" radius is probably on the large side. It's the glass tape that provides the strength at the keel and chine joints.
Everyone's first boat in overweight and everyone does better on the second one.
