Also being from the PNW, finding boards is not a problem up to 22 feet, flat sawn, old growth, which would mean around 30 to 40 rings per inch.
I certainly prefer full length strips to build with. No scarfing. When I sell lumber, I will put together a combination of full length and shorter pieces. In a boat that needs around 60 full length strips, you really only need about 25 for the hull and then, depending on the fill pattern on the bottom, you will progress to shorter pieces around 12 to 14 feet.
On the deck, if you strip from centerline out, you only need a few full length pieces (6 - 8 )for along the sheer and then pieces about half the length of your boat for the rest. So on a 17 foot - 24 in. beam boat, one would get about 40 full length strips and then 30 - 40 shorter pieces around 14 feet, and that should do it. It all costs the same per foot whether it is 20 feet long or 12. It is the shipping that changes.
It is also better to have a few extra than not enough so you can account for damage or errors.
