The skeg placement on most commercial boats is positioned so that it can be services from the rear hatch opening and so it doesn't totally destroy the carrying capacity of the rear hatch too. You're giving too much credit to manufacturers - they throw them in where it's convenient knowing that it wil work anywhere behind center..

The drop down skeg is less offensive on the visual lines of the kayak vs the rear mounted rudder. Many manufacturers have dropped the rudders for skegs for this reason and the rudder got to be associated with beginner boats (people who can't turn their boat) . To up scale the kayak's image the skeg made the boat assume a more advanced marketing position. Necky is a prime example of this.

In catering to a mass market, manufacturers add a lot of rocker to boats for easier turning and the skeg to counter it when needed. Therefore, beginners are happy because they can turn it with no skills and advanced paddlers too. There's not many boats that come with out a skeg these days.
