The way this was explained to me from the Waters Dancing folks is that sometimes varnish acts as a lens to magnify imperfections, and sometimes it reflects light and hides them. In my practical experience, this translates to glare or no glare depending on how the light is hitting the boat at the moment. In other words sometimes I can see my blemishes in the wood and epoxy and glass job, sometimes not.
I think that if you have sanding marks in the epoxy, and you varnish over it, those marks are always going to be there, sometimes more apparant than others.
Interested to hear what more experienced builders say myself.
