I'd have to say that you don't need most of those tools (not that they're not useful). Depending on what style of boat, and what style of building you want to use (stapled, or staple-less), will determine what tools you really need.

A fairing board can be built at home very cheaply (a small piece of some thin plywood and a two drawer knobs).

Other tools that I found to be a must-have:
Ratcheting Straps
Brad Gun (I went stapleless, but used a brad here and there - a hammer would do the same job)
Jigsaw for cutting forms
Electric Screwdriver for building strongback and attaching forms (a regular screwdriver would work in a pinch)
Good pair of scissors
Lots of bar clamps
