Fairing the forms properly takes a whole bunch more work than just tapering the forms themselves then moving them a little. In traditional boatbuilding you'd start with the paper plans then loft them full size (redraw them to the actual size of the boat), once that is done you can measure the angles of the form edges accurately and then cut proper forms and also can measure the form spacing from the lofting.
Yes this will allow a much more accurate building process assuming you really want to go to this much work. If you are interested in this process I'd suggest one of the books on the subject of Lofting, start looking at WoodenBoat magazine.
And, no, it's not required for a stripper. Just align the strips to the widest part of the form.
