From the shadow in the picture it looks like the foam is a bulkhead for your feet to push on. It's designed to be trimmed to fit the paddler. Can't be totally removed btw, you have to fit snug in a boat.
Since the boat has no bulkheads and thus no floatation should have float bags in each end.
