lots of plastic films heat-shrink, what i use its simply sold as tarp but i used bags too, from shingles for example (i redid the roof and had lots.. im cheap...errr...environmentally responsible...) you can check a plastic packaging company too though. Wrap it around a pipe, tape the ends, and weld the edges with a just hot enough welder, the tape at the ends prevent it to shrink on the weld line and you got an inexpensive shrink wrap tube. Just check on a little piece because some tend to srhink a lot in one direction only, in that case orient it right.

PS: Some bagging material its sold as a long tube on a roll, the machines are supposed to seal-cut the ends forming the bag, and that stuff shrinks too, usually its just not that thick so not much pressure is put onto the piece.
