Hi Shaun,
For working outside with those temps, the only thing I can see working is a temporary shed with a heat source.
This could be a wood frame tunnel and grow tunel plastic. If you use two layers of plastic, you can trap insulation board between them in the spaces between the frames by laying the first layer slack enough to take the board with the outer layer pulled taut.
Leave out a few boards for daytime light.
Heating can be done by lighting, maybe a string of 40 watt bulbs down low (and gaurded). Overhead halogen would put out a fair amount of heat when they're on and you're working. Either heat shield them or suspend them well away from the plastic, it will melt. The real stuff doesn't really burn, there's a retardant in it. A hot bulb will however melt a hole in it, quite fast. Ahem.
Make sure the insulation is fire retardant, too.

This makes a decent temporary building shed with the bonus that it's storable when you're finished.

Of course, this depends on how much free space you have and local ordinances and bye-laws.
