Surfboards are laminated specifically for clarity of the composite so the epoxy you've been offered probably has great wetting-out characteristics. The biggest issue is whether or not it has working characteristics that are most beneficial to you. No matter which epoxy you buy, you should experiment with it beforehand so you have a good sense of how to work with it. If you buy epoxy from the surfboard guy, you take some risk that you might have to work faster than you might desire. It's unlikely that his epoxy will be super-slow (I have some with an 8-hour pot life and 5-day room temp cure time). But no matter what, you should still be able to use it to make a good boat.
