How old is it. If it came to you via grandparents, I'd say it was made by natives working in canvas when seal skins became scarce.

The biforcated bow, and trunkated stern are Aleut style. Mark Rogers (Superior Kayaks) built one just like it (skin on frame)...he might be able to help you figure out the origin and maker. Rob Macs' Northstar also has this look. He might be of assistance too.

Building yourself a double skin on frame like that might cost you two thousand dollars...at a workshop, less maybe if you could do it yourself without spending too much money on the frame.
