I make my own skirts, too. I looked at all the sites that have already been suggested and used Duane's instructions. I did do a couple of things differently, but followed Duane's instructions for the most part.

I didn't sew through the bungee where it's stiched to the neoprene, it's a bitch to do and I thought that it might damage some of the rubber bands inside the bungee. Instead, I sewed around the bungee. I also used two needles, but criss-crossed back and forth across the bungee. Like creating a bunch of X's going over the bungee and on the other side where it's just neoprene. I don't know if that makes sense, it's hard to describe in words, but it worked very well. I did sew the bungee end to end like Duane indicates, but I placed that part at the back of the skirt instead of the front. The other thing I did differently is that I attached the grab loop in two points instead of just one. It seems like it pulls the front of the skirt off the coaming a little more evenly. Duane's instructions suggest using Melco seam tape. That stuff is awesome; it really gives the seams strength and the overall skirt a finished look.
