The commercial sites will sell you kits or plans, even if it initially looks like some are just selling finished boats.
There's a huge number of kayak styles, building methods, dealers and personal kayak building sites out there. Half the fun is learning all you can and then picking out your project.
The advice about checking out previous posts is right on, as is his price range. Skin on frame boats will be the least expensive, generally, and just as able, btw. Strip planking might take the longest, depending on ones skill level and dedication, of course.
