I think you are right. Most (if not all) accidents happen due to safety neglection. My piece of finger was lost due to a missing guard.
Looks great, and if it triggered only when needed it would be great, but the costs of new parts, as well as downtime on the saw makes it a problem for the owner of the shop.
Upgrading knowledge, alternating workfunctions (to avoid people dozing off) and checking that all guards and brakes function is a better solution.
