Who said it was Bill? Who even defines it as such?
What's important is it's a VERY GOOD design, and the diamond cross section areas of the blade are functional for several things: it's performs well sculling, gives very good strength, and allows you to easily keep very good symmetry while carving with even the simplest of tools (my Aleut was a little trickier and carving it was more sculpture than woodworking).
I have GP examples that vary quite a bit in that aspect - some being hard to really consider very diamond shaped at all as they are very soft/smooth/oval (but I carved two of them and know they started as more of a diamond). They also vary in how much of the blade has a diamond cross section. None of mine carry it into the root, or to the tip - though I have seen examples that do.
