From racing development? Well actually NO, not entirely. Helmets came from tourists, wide rage gears came from mountain biking and tourists who knew what they were doing. Frames, check how recently steel was still being used in the Tour de France. My light touring bike is steel, an old Claud Butler where as my "modern" touring bike is aluminium and heavy (but does have suspension). How many road race bikes have hydraulic brakes or suspension? Full suspension was fitted to recreational bikes back in the early 1900s. Not all racing innovations in cycling are for racers as the manufacturers aren't going to make much money providing for that section versus the recreation riders.
An so it is with kayaking, most "innovations" came from hunters, not racers. The wing paddle could be said to be a variant of the GP !!!! The GP is a wing and has a foil section and works well with the same style, even if it is not usually / always used that way. And racing designs are not suitable for touring - for most paddlers.
