Hi Gennie,
Use an epoxy filler. It's basically a skim coat with thickener added.
The polyester-resin fillers won't stick well to epoxy. Any bumbs that cause deflection in the hull will cause the edges of the filler to seperate from the laminate.
Some of the fill additives for epoxy are designed for ease of sanding and making lightweight fillers. Much lighter than what is used in the auto-repair industry.
