DelftShip is a fine tool to use for generating panels or offsets. Making panels completely developable can be tricky, but there are plenty of posts here detailing good procedures for the process.

Delft lets you import background images, pictures, etc... that you can then use to make a model very quickly. Note the three pictures below. The initial kayaks take about 30 minutes to model out, and then refining takes longer.

I modeled the Iggy for strip building in Delft and it has translated nicely.
