Steaming won't work on plywood.

Sand off one of the outer veneers and it will bend, just the same way
a stripper is flexible with only one surface glassed.

Use one or two layers of 1/8" luan. I use two layers of 1/8" luan for my
flush hatch cover lip under the deck.
