Yup. The natural oils in the cedar will let it stay useful for a few years more than if you were to build with red oak, for instance. Such a building practice will definitely produce a boat with a shorter lifespan.
But if you want a fast boat, and are willing to give up longevity as you cut weight, it could be a useful tradeoff. If the boat was only used for a few practice runs and the actual races--with another, more robustly constructed boat used for training--then it might last for decades. There wouldn't be much water getting in during the races, and it could be dried out between races.
